First test for Tika parser

Always add @ALL to user groups

More test data

Remove superfluous code

added some more test values for @ALL handling checking

@ALL none is our default, it should not come up in exclude groups

add another test for sanity checking our assumptions

make ACL tests use a data provider

This makes it easier to add additional cases
